Se remitió el expediente contentivo de la tutela promovida por el ciudadano de la referencia al Juzgado Segundo Civil del Circuito de Pereira para que tramite y decida en forma inmediata, toda vez que el Art. 1° del Decreto 1382 de 2000, no resulta aplicable para aquellos casos en los cuales el accionado en sede de tutela carece de superior funcional.
Sin embargo, en estos casos y ante el vacío del citado Decreto se hace necesario acudir a las reglas generales previstas en el Art. 37 del Decreto 2591 de 1991.
